Now that the initial data production efforts of the TN Base Mapping Program are complete, the Department of Finance and Administration, OIR-GIS Services (OIR-GIS) and the Department of Transportation (TDOT) have agreed to coordinate their respective mapping efforts.  The vision for this effort is to develop a process that allows OIR-GIS to coordinate with TDOT to support the development of statewide digital orthophotography.  Through this partnership, TDOT will have primary responsibility for project management, base map data development, and data delivery to OIR-GIS.  OIR-GIS Services is responsible for enterprise GIS infrastructure development and maintenance of base map data via the TNMap, which will serve as the data access mechanism to the general public and State agencies. 

This effort will begin in earnest in spring 2008 when TDOT will collect 1 foot digital color orthoimagery for all west Tennessee counties in TDOT region 4.  This standard product is consistent with the data product OIR-GIS Services is currently developing as part of an ortho maintenance pilot program in 2007 and 2008 (see status map and Orthophoto update links below).  This product also mirrors the basic products identified in the nationwide “Imagery for the Nation” initiative to coordinate ortho imagery production among federal, state, and local governments.  Beyond 2008, TDOT is responsible for developing this basic 1 foot digital color ortho imagery product for one of the four TDOT regions annually.

To address additional local government mapping requirements, OIR GIS will continue to evaluate how and what other “value added” data products (i.e. 6” ortho imagery, oblique imagery, LiDAR, etc.) should be acquired.  These “value added” or optional data products may be appropriate for urban and high growth areas across the State, and useful to support public safety, property tax administration, and other local requirements but not necessary for Statewide acquisition.
